OUR CLUB POLICIES

Our Commitment to a Positive Club Culture

The Jubilee Park Cycling Club committee, in collaboration with our members, has crafted these policies to create an inclusive and supportive environment for everyone in the club.

We are committed to continuously reviewing and updating these policies to keep them current and effective.

Club Constitution

Jubilee Park Cycling Club Constitution

Article I: Name and Affiliation

The name of the club shall be Jubilee Park Cycling Club, hereinafter referred to as “the Club”. The Club is affiliated with British & Welsh Cycling Union.

Article II: Objectives

The Club exists to organize group rides and social events for cyclists in Rogerstone and surrounding areas. The objectives of the Club include promoting cycling, fostering camaraderie among cyclists, and supporting cyclists of all abilities.

Article III: Membership

Membership is open to individuals who share an interest in cycling and support the objectives of the Club. Membership categories include:

  • Full Members: Individuals who pay a yearly subscription fee of £13.00.
  • Affiliate Members: Individuals who do not pay a subscription fee but wish to participate in club activities.

Membership rights and privileges are outlined in the Club’s bylaws.

Article IV: Activities

The Club shall organise regular group rides, including Saturday & Sunday rides, and midweek rides during the summer/autumn months (May to September). The Club may participate in local sportives and organise cycling trips in the UK and abroad. Social events and gatherings shall be organized to foster community among members.

Article V: Clubhouse and Meetings

The Club’s primary venue for meetings and social gatherings shall be the Tiny Rebel Brewery Bar. Committee meetings and the Annual General Meeting (AGM) shall be held at Tiny Rebel Brewery Bar or at a location determined by the Committee.

Article VI: Governance

The Club shall be governed by a Committee consisting of elected officers. The Committee shall consist of:

  • Chairperson
  • Secretary
  • Treasurer
  • Welfare Officer
  • Club Captain
  • Social Captain

The Committee shall be elected by Full Members at the AGM. The Committee shall be responsible for managing the affairs of the Club, including finances, event planning, and membership. The Committee shall meet regularly to discuss Club matters and make decisions on behalf of the membership.

Article VII: Finances

The Club’s finances shall be managed by the Treasurer. Full Members shall pay a yearly subscription fee of £13.00. The Club may also receive contributions from sponsors and donations from local businesses. Financial records shall be maintained and made available for inspection by Club members upon request.

Article VIII: Amendments

This constitution may be amended by a two-thirds majority vote of Full Members present at a General Meeting. Proposed amendments must be submitted in writing to the Committee and circulated to all members at least 14 days before the General Meeting

Article IX: Dissolution

In the event of the dissolution of the Club, any remaining assets shall be distributed to a charitable organization as determined by the Committee. The decision to dissolve the Club must be approved by a two-thirds majority vote of Full Members present at a General Meeting.

Article X: Bylaws

Bylaws may be established by the Committee to provide additional rules and regulations for the operation of the Club. Bylaws must be consistent with this constitution and may be amended by the Committee as needed.

Code of conduct

Jubilee Park Cycling Club Code of conduct

The aim of this code of conduct is to provide a framework that Jubilee Park Cycling Club may use to maintain satisfactory standards of conduct, encourage improvement where necessary, and offer a framework for disciplinary action against a member.

Members should at all times maintain professional and responsible standards of conduct. This means that members should:

  • Follow the club rules, policies and this code of conduct.
  • Take reasonable care for the health and safety of other members and third parties.
  • Comply with reasonable instructions given by club officials (Committee members, ride leaders or members leading an activity) and by other officials, such as race officials.
  • Act at all times with respect for others, in good faith and in the best interests of the club.

Examples of failure to comply with the club code of conduct (normally considered misconduct) include:

  • A minor breach of club policies.
  • Refusing to follow instructions from a club or race official.
  • Obscene language or other offensive behaviour.

Examples of a serious breach of the code of conduct include:

  • Unlawful discrimination or harassment.
  • Physical violence or bullying.
  • Bringing the club into disrepute.
  • Causing loss, damage or injury through serious negligence.
  • Theft or fraud.
  • A serious breach of health and safety rules.
  • A serious breach of confidence.
  •  A serious breach of club or British Cycling policies and procedures.
  • The use of banned or illegal substances.
  • Unauthorised use or disclosure of confidential information.

It is club policy to ensure that any disciplinary matter is dealt with fairly and that steps are taken to establish the facts.

For minor breaches the first step will be for issues to be resolved through mediation with the assistance of the committee. For more serious or repeated breaches disciplinary action will be taken, this should not be taken without the club member(s), or parent of a junior member(s), being provided with the following:

  • A written summary of the allegations.
  • An independent hearing between the involved parties, heard and facilitated by members of the club committee (usually the chair and secretary), before any decision is reached.
  • The right to an appeal hearing.
Inclusivity and Equality Policy

Jubilee Park Cycling Club’s Commitment to Inclusivity and Equality

At Jubilee Park Cycling Club, we strive to create a culture where every member feels welcome, included, and a true sense of belonging. Our goal is to foster an environment where all members are safe from harm and abuse, and where everyone is celebrated for who they are and the unique contributions they bring to our club. We are dedicated to empowering all members to actively participate in and initiate club activities.

Our Commitment to Equality

Jubilee Park Cycling Club is fully committed to equality and ensuring that no member or volunteer faces less favorable treatment based on a protected characteristic. These characteristics include:

  • Disability

  • Marriage or civil partnership
  • Pregnancy and maternity
  • Race
  • Religion or belief
  • Sexual orientation
  • Sex
  • Gender
  • Age

Discrimination of any form is not tolerated in our club. We ask all members to challenge discriminatory behavior or language and to report any incidents to our welfare officer.

Peer Networks and Member Involvement

To ensure that all club members have positive experiences, we invite members who identify with a protected characteristic to join a peer network. This network, facilitated by committee members, will help steer the committee’s work and ensure our club remains inclusive and supportive for everyone.

Anti-Bullying and Microaggression Policy

Bullying Policy

Bullying is the repeated use of aggression with the intent to harm another person, causing pain and distress to the victim. At Jubilee Park Cycling Club, we define bullying to include:

Physical Bullying

  • Pushing
  • Kicking
  • Hitting
  • Pinching
  • Intentionally riding dangerously near someone

Verbal and Emotional Bullying

  • Name-calling
  • Sarcasm
  • Spreading rumors
  • Persistent teasing
  • Emotional torment through ridicule, humiliation, or continual ignoring of individuals

Cyberbullying

  • Posting derogatory or abusive comments, videos, or images on social media sites or chat groups.

Discriminatory Bullying

  • Use of racist, sexist, anti-faith, homophobic, biphobic, transphobic, ageist, or ableist language or behavior

Sexual Harassment

  • Unwanted sexual comments, suggestions, or behavior

Physical Harassment

  • Unwanted physical contact

Bullying and harassment are strictly prohibited at Jubilee Park Cycling Club and will never be dismissed as ‘banter’. We encourage all members to challenge bullying and harassment when they see it and to report any incident, no matter how small, to the club welfare officer. Reports can be made by emailing welfare@jubileepark.cc.

Reporting and Response Procedures

Upon receiving a report of bullying, we will:

  • Discuss potential courses of action with the involved parties.
  • Consult the police if deemed appropriate and if the bullied rider consents.
  • Investigate and address the bullying behavior promptly.
  • Attempt mediation to help the bully change their behavior, if appropriate.
  • Initiate disciplinary action if mediation fails and the bullying continues, in accordance with British Cycling’s Disciplinary Procedures.

Microaggression Policy

Microaggressions are actions or remarks that belittle, denigrate, or offend someone, often related to a protected characteristic or something specific to the individual. Microaggressions can be unintentional but still have a significant impact by making people feel unwelcome or unequal in the club.

Examples of Cycling-Related Microaggressions Include:

  • Saying “You’re a real cyclist now” in a way that implies the member did not previously merit being considered a cyclist.
  • Making derogatory comments about a fellow member’s kit or attire, even if meant as ‘banter’.
  • Being overly critical when a member breaches minor cycling etiquette, especially for new members still learning.
  • Belittling a member’s ride or achievement by comparing it negatively with someone else’s.
  • Complimenting someone with a qualifier, e.g., “You’re a good rider for a girl/gay/short person/person of your age/person of your size.”

All members should be conscious of their language and the unintentional or subconscious effects it can have. Members are encouraged to gently but firmly challenge microaggressions as they happen, whether they are directly affected or not, to promote behavior change.

Social Media Policy

Social Media Channels

Social media platforms, including WhatsApp groups, are a fantastic way for club members to connect and for us to promote our activities. Jubilee Park Cycling Club encourages members to actively engage on these platforms while adhering to the club’s values.

However, we recognize the potential for misuse. All social media channels bearing the name of Jubilee Park Cycling Club or affiliated organizations must reflect the club’s ethos. Any concerns regarding the misuse of social media should be reported to a Committee member.

Emails

Club members will receive communications via email through the British Cycling platform. Only the Chairman and Secretary are authorized to send emails.

Instagram, Facebook, Website

These public channels are used to share items of interest with the club, its members, and the local cycling community. Posting access is restricted to designated Committee members, including the Chairman, Secretary, Club Captain and Social Captain.

Jubilee Park Cycling Club Strava

This group is exclusively for Jubilee Park Cycling Club members. Membership is verified against club records by admins. Only designated Committee members have admin access and can post events and messages.

WhatsApp

We have one WhatsApp group:

JPCC Ride Organisation Group: Open to all members and serves as a broadcast channel for communication of rides and to promote club activities.

Member-Led Social Media Groups

Members may create WhatsApp groups for specific social interaction. While these are unofficial, members must uphold Jubilee Park Cycling Club’s values. Safeguarding and anti-bullying policies apply, even if the Committee does not oversee these accounts.

Members are responsible for reporting any concerning behavior. Admins are encouraged to promote these groups to ensure inclusivity and avoid cliquiness.

While Committee members may join these groups, they do not actively monitor content. Any concerns should be reported to a Committee member. Only adult members should join these groups.

Appropriate Use of Social Media

The Committee retains ownership and control over all Jubilee Park Cycling Club social media accounts and channels. Authorised members may be granted admin rights at the Committee’s discretion, and these privileges can be revoked if necessary. Ownership and admin rights default to the Chairman or Secretary.

The Committee may refuse or revoke access to Jubilee Park Cycling Club social media accounts if misused. Misuse includes, but is not limited to:

  • Posting profane or offensive content.
  • Bullying or oppressive behavior.Inflammatory or overly negative criticism of individuals, events, teams, sponsors, volunteers, or related organizations (constructive criticism is welcome).
  • Creating unauthorized social media accounts bearing the club’s name.
  • Refusing to close or hand over admin rights to social media accounts when requested by the Committee.
  • Any behavior that reduces the club’s control over its social media or brings the club into disrepute.

Photo Policy

Jubilee Park Cycling Club Photo Policy

At Jubilee Park Cycling Club, we value the enthusiasm and camaraderie that our members bring to our community. As part of our commitment to celebrating our shared experiences and promoting our club’s activities, we encourage members to share photos and videos with us.

Photo Sharing Guidelines:

Members are welcome to share photos and videos of club-related activities, events, and rides with Jubilee Park Cycling Club.
Images should capture the spirit of our club and showcase the positive experiences enjoyed by our members.
Please ensure that any individuals featured in the photos have consented to their image being shared with the club for promotional purposes.

Use of Shared Images:

By sharing photos and videos with Jubilee Park Cycling Club, members grant the club permission to use these images on our official social media channels, website, promotional materials, and other club-related platforms.
Shared images may be edited or cropped as necessary for clarity and consistency with our branding guidelines.

Protecting Privacy:

We respect the privacy of our members. While we encourage photo sharing, we understand that not everyone may wish to have their image shared publicly. Members have the right to opt out of having their photos shared by contacting the club administration.
When sharing images, please be mindful of the privacy of others and avoid capturing or sharing sensitive or inappropriate content.

Photo Credit:

Whenever possible, we will credit the photographer when sharing images on our social media channels or other platforms.
If you would like your name to be included as the photographer credit, please indicate this when sharing your photos.

Reporting Concerns:

If any member has concerns about the use of their images or believes that their privacy rights have been violated, please contact the club administration immediately. We will promptly address any issues and take appropriate action.

Agreement:

By sharing photos and videos with Jubilee Park Cycling Club, members acknowledge that they have read and agree to abide by this photo policy.
The club reserves the right to update or modify this policy as needed, with any changes communicated to members in a timely manner.
